Acceptance opinions on completion environmental protection

According to the requirements of the regulations on the administration of environmental protection of construction projects and the Interim Measures for the acceptance of environmental protection after the completion of construction projects, on October 19, 2018, Shandong Huayang Deer Chemical Co., Ltd. (see annex for name change) organized and held an environmental protection acceptance meeting for the completion of acidic water recovery and transformation project in Tai'an City. The acceptance working group is composed of the construction unit-Shandong Huayang Deer Chemical Co., Ltd., the acceptance monitoring unit and the acceptance monitoring report preparation unit-the Environmental Monitoring Center of Tai'an Environmental Protection Science Research Institute and 3 technical experts (the list is attached), Ningyang County Environmental Protection Bureau attended the meeting. The acceptance team listened to the report on the implementation of the environmental protection of the project and the monitoring of the completion of the environmental protection acceptance, checked the site and verified the relevant information. After careful discussion, the acceptance opinions are as follows:

Basic situation of 1. engineering construction

The acidic water recovery and renovation project of Shandong Huayang Deere Chemical Co., Ltd. is located in the existing factory area of Huayang Deere Chemical Co., Ltd., which mainly builds a 135000-ton nitric acid production unit (factory area in Ciyao Town) nitric acid recovery unit and a desalted water recovery unit, recovering 1207 tons of nitric acid per year and 100584 tons of desalted water per year. The actual area is 66700 m2 and the actual total investment is 8.96 million yuan, all of which are environmental protection investments. As the nitric acid production plant in Ningyang Town has stopped production and will not be accepted, this acceptance covers the nitric acid recovery plant and desalted water recovery plant in 1350 million tons of nitric acid production plant (Ciyao Town Plant).

The project completed the EIA report form in March 2007, which was approved by Ningyang County Environmental Protection Bureau in April 2008. On-site acceptance monitoring was conducted in May 2018.

During the acceptance monitoring period, the company's normal production and environmental protection facilities operate normally.

Changes in 2. works

The nitric acid production plant in Ningyang Town has been discontinued and will no longer be accepted. After investigation and verification by the acceptance monitoring unit, there is no major change in the project construction.

Construction of environmental protection facilities in 3.

1. Waste water:

The project wastewater includes acid wastewater and resin regeneration wastewater. After the acidic wastewater is exchanged by the special positive resin for nitric acid, it reaches the quality standard of desalted water, and is added to the top of the absorption tower as process water, and the excess water is added to the circulating pool for circulating water. After neutralization, resin regeneration wastewater and circulating water sewage enter the sewage treatment plant in Ciyao Town through the sewage pipe network for advanced treatment, with a displacement of about 336 m3/d.

2. Exhaust gas:

The project produces no waste gas.

3. Noise

The noise generated by the project is mainly the noise generated by the operation of mechanical equipment such as circulating water pumps and air compressors. Measures such as vibration reduction, sound insulation and distance reduction shall be taken for mechanical equipment.

4. Solid waste

The solid waste of the project is mainly waste ion exchange resin. The spent ion exchange resin is regenerated with lye and reused for a period of 8-10 years. The waste resin is entrusted to Laiwu Dezheng Environmental Protection Technology Co., Ltd.

Commissioning effect of 4. environmental protection facilities

1. Waste water

The pH value of the total sewage outlet of the project ranges from 7.42 to 7.91, and the daily average maximum values of COD, ammonia nitrogen, SS, total nitrogen, total phosphorus and petroleum are 38mg/L, 0.438mg/L, 4mg/L, 52.4mg/L, 0.15mg/L and 0.09mg/L respectively, all pollutants meet the indirect discharge standard in Table 2 of the Discharge Standard of Pollutants for Nitric Acid Industry (GB26131-2010) and the influent water quality requirements of the sewage treatment plant in Ciyao Town.

According to the on-line monitoring data provided by the enterprise from May 25 to May 30, the average flow rate is 17m 3/h, the COD concentration range is 20.1mg/L ~ 63.1mg/L, and the average concentration is 37.5mg/L. The ammonia nitrogen concentration ranges from 0.052mg/L to 1.98mg/L, with an average concentration of 0.45mg/L. Compared with the online data, the COD and ammonia nitrogen in wastewater during the acceptance monitoring period are basically consistent with the online monitoring data.

2. Exhaust gas

The project produces no waste gas.

3. Noise

After monitoring, the daytime noise around the factory boundary is 58.3-64.6 dB(A), and the nighttime noise is 52.0 - 53.6 dB(A), which meets the Class 3 standards in the Environmental Noise Emission Standard for Industrial Enterprises at Factory Boundary (GB12348-2008).

4. Solid waste

The solid waste of the project is mainly waste ion exchange resin. The spent ion exchange resin is regenerated with lye and reused for a period of 8-10 years. The waste resin is entrusted to Laiwu Dezheng Environmental Protection Technology Co., Ltd.

5. acceptance conclusion

The environmental protection procedures of the project are complete. During the implementation process, the environmental protection facilities can be constructed in accordance with the requirements of the environmental assessment and approval documents, and the pollutants can be discharged up to the standard, and the environmental protection acceptance conditions for the completion of the construction project are met, and the acceptance is qualified.

6. follow-up requirements

1. Modify the relevant contents of the acceptance monitoring report according to the opinions of the acceptance team;

2. Within 5 days after passing the acceptance, according to the provisions of the Interim Measures for the Environmental Protection Acceptance of the Completion of Construction Projects, it shall be disclosed to the public through the website or other methods that are convenient for the public to know, and the project completion acceptance materials shall be submitted to the environmental protection department;

3. Formulate and implement a self-monitoring plan, entrust qualified units to carry out monitoring work for projects that do not have self-monitoring capabilities, and disclose environmental information in accordance with the requirements of the "Administrative Measures for Environmental Information Disclosure of Enterprises and Institutions;

4. Strengthen the operation and management of pollution facilities to ensure the stable discharge of pollutants. Actively cooperate with and accept the daily supervision and management of environmental protection department. In case of overhaul and outage of environmental protection facilities, it shall be reported to the local environmental protection department in time and truthfully recorded for future reference.
