Shandong Huayang Deere Chemical Co., Ltd. is a joint-stock enterprise specializing in the production of concentrated nitric acid and dilute nitric acid. The company was established in May 2001 and is located in "Shandong Ningyang Chemical Industry Park" (formerly Ningyang County Biochemical Base) in Ciyao Town, Ningyang County. Its original registered name was "Ningyang Deer Chemical Co., Ltd." in 2003, it was expanded and restructured and renamed "Shandong Huayang Deer Chemical Co., Ltd.", referred to as "Deer Chemical". The company's registered capital was 86.76 million yuan and was listed on the new third board on November 10, 2014 (stock code: 831304).

1. Project Overview

Shandong Huayang Deere Chemical Co., Ltd. is a joint-stock enterprise specializing in the production of concentrated nitric acid and dilute nitric acid. The company was established in May 2001 and is located in "Shandong Ningyang Chemical Industry Park" (formerly Ningyang County Biochemical Base) in Ciyao Town, Ningyang County. Its original registered name was "Ningyang Deer Chemical Co., Ltd." in 2003, it was expanded and restructured and renamed "Shandong Huayang Deer Chemical Co., Ltd.", referred to as "Deer Chemical". The company's registered capital was 86.76 million yuan and was listed on the new third board on November 10, 2014 (stock code: 831304). Shandong Huayang Deere Chemical Co., Ltd. Deere Chemical Co., Ltd. has 165 employees. The existing 135000-ton/year double-pressure loading was put into production in 2005, covering an area of 90.97 mu. The plant has been in good condition since its start-up, and the output of concentrated nitric acid ranks among the top three in China. Deere Chemical has a wholly-owned subsidiary-Shandong Fortune Chemical Co., Ltd., which was established on November 22, 2006 with a registered capital of 20 million yuan. It is located on the east side of Deere Chemical, across from Deere Chemical. Shandong Fortune Chemical Co., Ltd. currently has 1 set of 20000 tons/year potassium nitrate device, 1 set of 5000 tons/year magnesium nitrate device and 1 set of 50000 tons/year high potassium nitro water soluble fertilizer device. The company's products are in line with the national industrial policy, enjoy the preferential policy of local tax return, and are the enterprises supported by the local government.
The company's existing 135000 tons/year nitric acid production plant adopts the domestic advanced double pressure production process, advanced technology, low production cost, has been in full capacity production state. The device adopts indirect production process, that is, dilute nitric acid is first produced, and then concentrated to obtain concentrated nitric acid. Shandong fortune chemical co., ltd. needs 60% dilute nitric acid as raw material to produce nitrate series products. therefore, part of the dilute nitric acid produced by the existing project of Shandong huayang dier chemical co., ltd. is used to concentrate concentrated nitric acid and part is transported to Shandong fortune chemical co., ltd. through pipelines to produce nitrate series products. currently, Shandong fortune chemical co., ltd. uses about 40000 tons/year of dilute nitric acid.
In recent years, with the continuous development of the subsidiary fortune chemical nitrate series products, the internal consumption of dilute nitric acid is increasing, which has been difficult to meet the company's production and operation requirements. In order to adjust the product structure of the enterprise and extend the industrial chain of nitric acid, Shandong Huayang Deer Chemical Co., Ltd. plans to invest 410.6685 million yuan to build a 285000-ton nitric acid and 100000-ton boric acid production plant project in Ningyang Chemical Industrial Park, Shandong Province. The project is divided into two phases. The first phase of the project has a total investment of 0.308 billion yuan and a 285000-ton/year nitric acid production plant. The scope of this environmental impact assessment is the first phase of the project. The first phase of the project includes two sets of nitric acid production units, which will be built in two factory areas-a new 135000-ton/year full medium pressure nitric acid unit will be built on the open space of the existing old factory area, covering an area of 2600 m2, and its supporting public works facilities will be provided by the existing factory area; In the new land acquisition and construction of the new factory area, a new 150000-ton/year double pressure nitric acid unit will be built, covering an area of 120000 m2, its supporting public works facilities are all newly built. The project has a total of 80 new workers, and the production adopts a four-shift and three-operation working system, with 8 hours per shift and 300 days per year, totaling 7200 hours. The construction period of the project is 24 months.
Main environmental problems in 2. and the measures to be taken
1. Main environmental issues of concern
According to the characteristics of the project, the main environmental issues concerned in this evaluation include:
(1) The economic and technical feasibility of the pollution prevention and control measures of the proposed project, and pay attention to whether the pollution prevention and control technical measures adopted by the proposed project can achieve the long-term stable discharge requirements of exhaust gas.
(2) Pay attention to the acceptability of atmospheric environmental impact, and focus on the impact of atmospheric pollutant emissions on the surrounding sensitive points.
(3) Pay attention to the feasibility of comprehensive utilization and rational disposal of solid waste.
(4) Pay attention to the feasibility of the project relying on wastewater treatment facilities and relevant measures for groundwater seepage control, and analyze the impact of project operation on regional surface water and groundwater.
2. Environmental impact of the proposed project
(1) Exhaust gas
The organized waste gas produced in this project is mainly absorption tower tail gas, dilute nitric acid tank area waste gas and dilute nitric acid loading waste gas.
① 135000 t/a full medium pressure nitric acid project
The main pollutant of absorption tower tail gas is nitrogen oxide (NOx), which is discharged through 70m high exhaust pipe (P4) after catalytic conversion and reduction by ammonia. The main pollutant of respiratory exhaust gas of dilute nitric acid storage tank size is nitrate mist (calculated as NOx), which is discharged through 15m high exhaust pipe (P5) after being absorbed by alkali liquid (15% potassium carbonate solution) of vacuum pump injector. Dilute nitric acid loading relies on existing loading system and exhaust gas treatment facilities, the exhaust gas from the truck is absorbed by the alkali solution (15% potassium carbonate solution) of the vacuum pump ejector and discharged through the 15m high exhaust cylinder (P3).
② 150000 tons/year double pressurized nitric acid project

After taking the above measures, the emission concentration of nitrogen oxides (NOx) of the proposed project can meet the standard requirements of Table 1 of the Regional Integrated Emission Standard for Air Pollutants (DB37/2376-2019), and the ammonia emission rate can meet the standard requirements of Table 1 of the Emission Standard for Odor Pollutants (GB14554-1993), the emission concentration of nitrogen oxides (NOx) in the exhaust gas of the absorption tower can meet the requirements of Table 6 of the Emission Standard of Pollutants for Nitric Acid Industry (GB26131-2010).
Unorganized waste gas in the plant mainly includes liquid ammonia unloading waste gas and unorganized waste gas in the production unit area. All materials in this project are transported, stored and transferred in a closed manner, and all materials are pumped in a closed pipeline. The liquid ammonia used in the production of the project is stored in a pressure spherical tank and transported in a closed pipeline. After the liquid ammonia is unloaded, the residual material in the crane pipe is discharged unorganized after being treated by the ammonia recovery system, which can control the amount of unorganized leakage in the liquid ammonia tank area at a low level. After taking the above measures, the factory boundary concentration can meet the requirements of Table 7 of the Emission Standard of Pollutants for Nitric Acid Industry (GB26131-2010) and Table 1 of the Emission Standard of Odor Pollutants (GB14554-93).
After taking the above measures, the proposed project will have less impact on the surrounding environment.
(2) Waste water
The drainage system of this project adopts the methods of rain and sewage diversion and clean-up sewage diversion; the initial rainwater is discharged into the initial rainwater collection tank of the plant area, which is planned to be treated in batches into Huayang Deere Sewage Treatment Station, and the rest of the rainwater is discharged into the rainwater pipeline of the park nearby and then into Haizi River.
① 135000 t/a full medium pressure nitric acid project
The waste water of the project mainly includes newly-added circulating water drainage, desalinated water device drainage, oxidation furnace drainage, alkali spray waste liquid, ground flushing waste water and workers' domestic sewage. Among them, the waste liquid of alkali spray is sent to Fortune Chemical for reuse in potassium nitrate production; after pretreatment in septic tanks, the domestic sewage of workers is discharged into the existing sewage treatment facilities in the plant area together with the newly added circulating water sewage, desalted water device drainage, oxidation furnace sewage, ground flushing wastewater and other production wastewater for treatment, after reaching the standard in Table 2 of "Nitric Acid Industrial Pollutant Discharge Standard" (GB26131-2010), the influent water quality requirements of Ningyang Cixiao Central Water Co., Ltd. and the standard in Table 1 A of "Water Quality Standard for Sewage Discharge into Urban Sewers" (GB/T31962-2015), the sewage is discharged into Ningyang Cixiao Central Water Co., Ltd. through the park sewage pipe network for further treatment and finally into Haizi River.
② 150000 tons/year double pressurized nitric acid project
The waste water of the project mainly includes circulating water drainage, desalination water device drainage, oxidation furnace drainage, alkali spray waste liquid, ground flushing waste water and workers' domestic sewage. Among them, alkali spray waste liquid is sent to Fortune Chemical for reuse in potassium nitrate production; after pretreatment in septic tanks, workers' domestic sewage is discharged into the new sewage treatment station in the new plant area together with production wastewater such as circulating water sewage, desalted water device drainage, oxidation furnace sewage, ground flushing wastewater, etc, after reaching the standard in Table 2 of "Nitric Acid Industrial Pollutant Discharge Standard" (GB26131-2010), the influent water quality requirements of Ningyang Cixiao Central Water Co., Ltd. and the standard in Table 1 A of "Water Quality Standard for Sewage Discharge into Urban Sewers" (GB/T31962-2015), the sewage is discharged into Ningyang Cixiao Central Water Co., Ltd. through the park sewage pipe network for further treatment and finally into Haizi River.
At the same time, the anti-seepage of the production unit area, storage tank area, sewage treatment station and hazardous waste temporary storage room shall be strengthened. After the above measures are taken, the wastewater of the proposed project has little impact on the surrounding water environment.
(3) Noise
The noise of the proposed project mainly comes from equipment operation. The main noise sources are three-in-one unit, four-in-one unit, nitrogen oxide compressor, refrigeration unit, steam turbine, ammonia evaporator, various pumps and other equipment noise, and the noise source intensity of a single equipment is about 80 ~ 95dB(A); through sound insulation, noise elimination and basic vibration reduction, low noise equipment is selected, reasonable arrangement, management and lubrication are strengthened during production, and daily monitoring management are strengthened, after strengthening the plant greening and other measures, it is predicted that the noise at the boundary of the project can meet the emission standards. The project noise will not adversely affect the surrounding environment and sensitive targets.
(4) Solid waste
The solid wastes of this project mainly include waste platinum-rhodium catalyst, ammonia oil and water, waste lubricating oil, waste refrigerating machine oil, waste reverse osmosis membrane, waste vanadium-titanium catalyst, sewage treatment sludge and household garbage of employees. Waste platinum-rhodium catalyst and waste reverse osmosis membrane are recycled and treated by the manufacturer. Ammonia oil-water, waste vanadium-titanium catalyst, waste lubricating oil and waste refrigerating machine oil are entrusted to units qualified for hazardous waste treatment. Sewage treatment sludge is mixed with Fortune Chemical filter residue and sent to the compound fertilizer plant as filling raw materials. The household garbage of employees is collected and treated by the sanitation department.
The solid waste of the project has been disposed of reasonably and will not cause secondary pollution to the environment.
(5) Environmental risks
Various risk prevention measures shall be taken for the Project. Anti-corrosion and anti-seepage measures shall be taken in strict accordance with relevant requirements in the production unit area, sewage treatment station, hazardous waste temporary storage room, dilute nitric acid tank area, liquid ammonia tank area, fire control system and accident pool. At the same time, formulate and implement detailed accident emergency plans, strengthen management and safety production education, and ensure that no harm is caused to the surrounding environment in the state of accident.
(6) Protection distance
The sanitary protection distance of 135000 tons/year full medium pressure nitric acid project is 100m outside the production unit and dilute nitric acid tank area and 100m outside the liquid ammonia tank area. The sanitary protection distance of 150000 tons/year double pressurized nitric acid project is 100m outside the new factory area.
3. Conclusion of environmental impact assessment
The proposed project meets the requirements of national industrial policy; the project site selection is in line with the overall urban planning and park planning, and the site selection is reasonable; after the implementation of various pollution control measures, the pollutant discharge of the proposed project meets the standard requirements; meets the requirements of cleaner production and circular economy; The total amount of pollutants meets the requirements of total amount control; the requirements of "three lines and one order" are met, and the public supports the construction of the project. From the perspective of environmental protection, after fully implementing the pollution prevention and control measures proposed in the report, the impact on the quality of the surrounding environment is relatively small, so the project construction is feasible.
