Introduction to 1. Enterprises

Shandong Huayang Deer Chemical Co., Ltd. was established in May 2001. It is located in the biological high-tech industrial base of Ciyao Town Development Zone, Ningyang County. Its legal representative is Liu Xiyu. Its main product scale is 135000 tons of nitric acid per year. The main raw material liquid ammonia is all purchased. As the raw material of Huahong Chemical and other enterprises, we are located in the middle of the industrial chain of the chemical park. Shandong Taian Environmental Protection Science Research Institute issued the company's Environmental Impact Report (approved version) in November 2003. On December 3, 2003, the EIA passed the acceptance of Taian Environmental Protection Bureau and gave a reply (Taihuan Fa [2003] No. 144) on August 20, 2012 (ISO9001-2008 quality management system; ISO14001-2004 environmental management system; OHSAS18000-2011 occupational health management system) three system certification.

Brief Introduction of 2. Process

Dilute nitric acid device adopts double pressure method to produce dilute nitric acid. After liquid ammonia from ammonia tank enters the device, it is heated and evaporated by hot cooling water from absorption system in two evaporators. A process water cooler is inserted between the two evaporators to further evaporate the liquid ammonia. The evaporated ammonia is further heated in a preheater and a heater, and then filtered through one of two ammonia filters installed in parallel. After passing through the air inlet filter, the air is compressed to 5.2atm by the air compressor. After the compressed air passes through the tail gas preheater, it is divided into two streams: primary air and secondary air or bleaching air. The primary air and ammonia are mixed, and the mixed gas enters the waste heat boiler at a certain temperature, after which the gas passes through the tail gas heater, and the cooled oxidized nitrogen enters the condenser through a boiler feed water preheater. The acid formed by the water produced by the ammonia oxidation is transported to the corresponding tray of the absorption tower by the condensing acid pump. The nitrogen oxide-containing gas leaving the condenser was pressurized to 11.88atm by a nitrogen oxide compressor. Before entering the compressor, the entrained liquid droplets are first removed through a nitrogen oxide gas separator and secondary air from the bleaching tower is added. The concentration of the compressed nitrogen oxide gas is only slightly lower than the concentration of the finished acid and is therefore combined with the unbleached dilute acid from the bottom of the absorber. The process waste gas produced by the dilute nitric acid unit mainly comes from the waste gas of the absorption tower, of which the main pollutants are NOx. As the double pressure process adopted by the company is the most advanced nitric acid process technology in the world, the oxidation rate of ammonia is as high as 96%, and the absorption rate of nitrogen dioxide is as high as 99.8, which greatly reduces the emission of nitrogen oxides. Therefore, the waste gas is directly discharged into the atmosphere through the 65-meter exhaust cylinder.

Disposal of 3. solid waste

Our company has no hazardous waste; domestic waste is handed over to the sanitation department of Ciyao Town for regular treatment. In 2017, 37500 tons of liquid ammonia were used and 132000 tons of nitric acid were produced.

Treatment of 4. tail gas and waste water

My company's waste gas production source is mainly: nitrogen oxide gas. Unorganized emissions are mainly run-off, drip and tank breathing (including loading and unloading trucks). The production waste gas shall be in accordance with the secondary standard in Table 2 of the Integrated Emission Standard for Air Pollutants (GB16297-1996).

The waste water of our company is mainly circulating system waste water and domestic sewage. The main pollutants are COD, ammonia nitrogen, etc., in addition to the circulating system wastewater collected after part of the plant pipe network into the neutralization pool for treatment after discharge. The effluent water quality can meet the requirements of the discharge standard of the general protection area of the comprehensive discharge standard of water pollutants along the South-to-North Water Diversion Project in Shandong Province (GB37/599-2006).

5. environmental risk prevention and control

The drainage system shall be designed and constructed according to the principle of "separation of rain and sewage and separation of clean and sewage". The production plant and tank area are provided with cofferdams. The ground flushing water and initial rainwater enter the accident pool through underground buried pipes, and then pump into the collection pool of sewage station to be treated together with the production wastewater. The accident sewage flows into the accident pool of 600 cubic meters through underground buried pipes for centralized treatment. The cofferdam outlet is provided with a valve, which is normally closed to prevent accidental sewage from entering the external environment.

The company prepared the Emergency Plan for Environmental Emergencies, which was filed with the County Environmental Protection Bureau in August 2015.
