The acceptance team listened to the report on the implementation of the project's environmental protection and the monitoring of the completed environmental protection acceptance, inspected the site, and verified relevant information.

According to the "Regulations on Environmental Protection Management of Construction Projects" and "Interim Measures for Environmental Protection Acceptance of Construction Project Completion", on October 19, 2018, Shandong Huayang Dier Chemical Co., Ltd. (see attachment for name change) organized a meeting in Tai'an City The environmental protection acceptance meeting for the completion of the acid water recovery and transformation project. The acceptance working group is composed of the construction unit - Shandong Huayang Dier Chemical Co., Ltd., the acceptance monitoring unit and the acceptance monitoring report preparation unit - Tai'an Environmental Protection Science Research Institute Environmental Monitoring Center and 3 technical experts (list attached), Ning Yang County Environmental Protection Bureau participated in the meeting. The acceptance team listened to the report on the implementation of the project's environmental protection and the monitoring of the completed environmental protection acceptance, inspected the site, and verified relevant information. After careful discussion, the acceptance opinions are as follows:

1. The basic situation of engineering construction

Shandong Huayang Dier Chemical Co., Ltd.'s acidic water recovery renovation project is located in the existing factory area of Huayang Dier Chemical Co., Ltd., and mainly built a 135,000-ton nitric acid production unit (Ciyao Town factory area), a nitric acid recovery unit and a desalinated water recovery unit. Nitric acid is 1,207 tons/year, and desalted water is recovered at 100,584 tons/year. The actual area is 66,700m2, and the actual total investment is 8.96 million yuan, all of which are environmental protection investments. Since the nitric acid production unit in the Ningyang Town plant has been discontinued, the inspection and acceptance will no longer be carried out. The content of this acceptance is the nitric acid recovery unit and the desalted water recovery unit of the 1.35 million tons of nitric acid production unit (Ciyao Town plant).

In March 2007, the EIA report was compiled and completed, and in April 2008, Ningyang County Environmental Protection Bureau gave a reply. On-site acceptance monitoring was carried out in May 2018.

During the inspection and monitoring period, the company produced normally and the environmental protection facilities operated normally.

2. Project changes

The nitric acid production unit in the Ningyang Town plant area has been shut down and will no longer be inspected for acceptance. After investigation and verification by the acceptance monitoring unit, there is no major change in project construction.

3. Construction of environmental protection facilities

1. Wastewater:

Project wastewater includes acid wastewater and resin regeneration wastewater. After the acidic wastewater is exchanged with the special positive resin for nitric acid, it reaches the quality standard of desalinated water, and is added to the top of the absorption tower as process water, and the excess water is added to the circulating pool as circulating water. Resin regeneration wastewater is neutralized and circulated water discharge is sent to Ciyao Town Sewage Treatment Plant through the sewage pipe network for advanced treatment, with a displacement of about 336m3/d.

2. Exhaust gas:

The project produces no waste gas.

3. Noise

The noise generated by the project is mainly the noise generated during the operation of mechanical equipment such as circulating water pumps and air compressors. Take measures such as vibration reduction, sound insulation, and distance reduction for mechanical equipment.

4. Solid waste

The solid waste of the project is mainly waste ion exchange resin. The waste ion exchange resin is regenerated and reused with lye, and the service life is 8-10 years. The waste resin is entrusted to Laiwu Dezheng Environmental Protection Technology Co., Ltd. for processing.

4. Debugging effect of environmental protection facilities

1. Wastewater

The pH value range of the total sewage outlet of the project is 7.42-7.91, and the maximum daily average values of COD, ammonia nitrogen, SS, total nitrogen, total phosphorus, and petroleum are 38mg/L, 0.438mg/L, 4mg/L, 52.4mg/L, 0.15mg/L, 0.09mg/L, all pollutants meet the indirect discharge standards in Table 2 of the "Nitric Acid Industrial Pollutant Discharge Standard" (GB26131-2010) and the influent water quality requirements of Ciyao Town Sewage Treatment Plant.

According to the online monitoring data provided by the company from May 25th to May 30th, the average flow rate is 17m3/h, the COD concentration range is 20.1mg/L~63.1mg/L, and the average concentration is 37.5mg/L; the ammonia nitrogen concentration range is 0.052mg/L~1.98mg/L, with an average concentration of 0.45mg/L. Compared with the online data, the COD and ammonia nitrogen in the wastewater during the acceptance monitoring period are basically consistent with the online monitoring data.

2. Exhaust gas

The project produces no waste gas.

3. Noise

After monitoring, the daytime noise around the factory boundary is 58.3-64.6 dB(A), and the nighttime noise is 52.0 – 53.6 dB(A), meeting the Class 3 standard in the "Environmental Noise Emission Standards for Industrial Enterprise Boundary" (GB12348-2008).

4. Solid waste

The solid waste of the project is mainly waste ion exchange resin. The waste ion exchange resin is regenerated and reused with lye, and the service life is 8-10 years. The waste resin is entrusted to Laiwu Dezheng Environmental Protection Technology Co., Ltd. for processing.

5. Acceptance conclusion

The environmental protection procedures of the project are complete. During the implementation process, environmental protection facilities can be built in accordance with the requirements of the environmental impact assessment and approval documents, and the discharge of pollutants meets the standards. It meets the environmental protection acceptance conditions for the completion of the construction project and is qualified.

6. Follow-up requirements

1. Modify the relevant content of the acceptance monitoring report according to the opinions of the acceptance team;

2. Within 5 days after passing the acceptance inspection, according to the provisions of the "Interim Measures for Environmental Protection Acceptance of Construction Project Completion", it will be disclosed to the public through the website or other ways that are easy for the public to know according to law, and the project completion acceptance materials will be submitted to the environmental protection department;

3. Formulate and implement a self-monitoring plan, entrust qualified units to carry out monitoring work for projects that do not have self-monitoring capabilities, and disclose environmental information in accordance with the requirements of the "Management Measures for Environmental Information Disclosure of Enterprises and Institutions";

4. Strengthen the operation and management of polluting facilities to ensure the stable discharge of pollutants. Actively cooperate with and accept the daily supervision and management of the environmental protection department. In case of maintenance and shutdown of environmental protection facilities, etc., it is necessary to report to the local environmental protection department in a timely manner, and record it truthfully for future reference.
