According to the "Regulations on Environmental Protection Management of Construction Projects" and the "Interim Measures for Environmental Protection Acceptance of Construction Project Completion", on July 27, 2019, Shandong Huayang Dier Chemical Co., Ltd. organized an environmental protection meeting for the completion of exhaust gas technical transformation projects in Taian City Acceptance meeting.

According to the "Regulations on Environmental Protection Management of Construction Projects" and the "Interim Measures for Environmental Protection Acceptance of Construction Project Completion", on July 27, 2019, Shandong Huayang Dier Chemical Co., Ltd. organized an environmental protection meeting for the completion of exhaust gas technical transformation projects in Taian City Acceptance meeting. The acceptance team consists of the construction unit-Shandong Huayang Dier Chemical Co., Ltd., the acceptance report preparation unit-Tai'an Huanhui Environmental Protection Technology Co., Ltd., the environmental assessment unit-Shandong Huantai Environmental Protection Technology Co., Ltd., the monitoring unit-Qingdao Jingcheng Testing Technology Co., Ltd. and It is composed of 3 technical experts (the list of acceptance team members is attached). The Ningyang County Environmental Protection Bureau sent personnel to attend the meeting, and simultaneously carried out the acceptance work of the solid waste pollution prevention and control facilities of the project. The acceptance team listened to the report on the implementation of the project's environmental protection and the monitoring of the completed environmental protection acceptance, inspected the site, and verified relevant information. After careful discussion, the completed environmental protection acceptance opinions are as follows:

Basic Situation of Project Construction

The project is located in the existing factory area of Shandong Huayang Dier Chemical Co., Ltd. in Ningyang Chemical Industrial Park (formerly Ningyang County Biochemical Base). The actual total investment of the project is 3.3648 million yuan, and the actual environmental protection investment is 3.3648 million yuan. The project carried out technical transformation of the existing engineering tail gas treatment device, mainly adding an ammonia catalytic reactor before the existing tail gas turbine, and adopting the SCR denitrification process.

In August 2018, the company entrusted Shandong Huantai Environmental Protection Technology Co., Ltd. to compile the environmental impact report form of the tail gas technical transformation project of Shandong Huayang Dier Chemical Co., Ltd. On August 16, 2018, the Environmental Protection Bureau of Ningyang County approved the project with Ning Huan Shen Report Form [2018] No. 73. The project started construction in September 2018, completed in March 2019, and underwent equipment commissioning in April 2019.

2. Project changes

According to the document of the General Office of the Ministry of Environmental Protection "Notice on Printing and Distributing the List of Major Changes in Construction Projects in Some Industries in Environmental Impact Assessment Management" (Huanban [2015] No. 52, June 4, 2015) "The nature, scale, location, and production process of construction projects One or more of the five factors of environmental protection measures and environmental protection measures have major changes, which may lead to significant changes in environmental impacts (especially the aggravation of adverse environmental impacts), which are defined as major changes." There is no change in the construction nature, scale, location and production process of this project, so there is no major change in this project.

3. Construction of environmental protection facilities

1. Wastewater

  This project is mainly to carry out technical transformation of the company's existing engineering tail gas treatment device to reduce NOx emissions, without adding new production and domestic wastewater.

2. Exhaust gas

The project is mainly to carry out technical transformation on the company's existing project tail gas treatment device to reduce NOx emissions. After the technical transformation is completed, the waste gas generated by the dilute nitric acid absorption tower in the nitric acid production Gas cylinder (height 67m, inner diameter 1.2m) discharge.

In addition, during the operation of the project, relying on the existing liquid ammonia tank farm to provide ammonia gas for the project, the liquid ammonia tank farm will produce a small amount of unorganized ammonia. By taking measures such as strengthening personnel management and plant greening, the emission of unorganized waste gas is reduced.

3. Noise

The noise equipment of this project is mainly fans, pumps and so on. The project selected low-noise equipment, and adopted noise reduction measures such as sound insulation and foundation vibration reduction to reduce the impact of project noise on the surrounding environment.

4. Solid waste

The solid waste of the project is mainly spent denitration catalysts, whose main components are metals such as vanadium, tungsten, and titanium, which are hazardous wastes. The hazardous waste code is HW50 772-007-50. The catalyst is replaced every 5 years, and the replacement volume is 1.6t , entrust a qualified unit for reasonable disposal. The solid waste of the project is properly disposed of, and no secondary pollution is allowed.

5. Environmental management and risk prevention measures

The company has set up a relevant environmental protection management system, an environmental risk hidden danger investigation and governance system, compiled a special emergency rescue plan, conducted drills on time, and registered and filed with the Ningyang Environmental Protection Bureau, the record number: 370921-2018-097-M. The company has adopted corresponding risk control measures for the liquid ammonia tank farm.

6. Hygienic protection distance

According to the on-site investigation, the nearest sensitive target to the project area is Guoguo Village 320m north of the factory area. The sanitation protection distance of this project is within 50m outside the liquid ammonia tank area. There are no environmentally sensitive buildings such as schools, hospitals, and residential areas. Protection distance requirements.

Fourth, the debugging effect of environmental protection facilities

During the acceptance monitoring period, the production load was about 79%, and the environmental protection facilities were operating normally.

1. Exhaust gas

The NOx emission concentration range of the project is 95~97mg/m3, and the emission rate range is 3.63~3.81kg/h, which meets the second-level standard in Table 2 of "Comprehensive Emission Standards of Air Pollutants" (GB16297-1996), "Nitric Acid Industrial Pollutant Discharge Standard" (GB26131-2010) Table 5, "Shandong Province Regional Air Pollutants Comprehensive Discharge Standard" (DB37/2376-2013) Table 2 Requirements for key control areas and revision lists; the project ammonia emission concentration range is 9~14mg /m3, the emission rate range is 0.34~0.55kg/h, which meets the requirements of Table 2 of the "Discharge Standard of Odor Pollutants" (GB14554-93).

The monitoring concentration range of ammonia at the project boundary is 0.02~0.05mg/m3, which meets the requirements of the secondary standard in Table 1 of the "Odor Pollutant Discharge Standard" (GB14554-93); the monitoring concentration range of NOx is 0.022~0.03mg/m3, It meets the requirements of the second-level standard in Table 2 of "Comprehensive Emission Standard of Air Pollutants" (GB16297-1996) and Table 7 of "Emission Standard of Pollutants for Nitric Acid Industry" (GB26131-2010).

2. Noise

The monitoring value range of the daytime noise at the factory boundary is 49~58 dB(A), and the monitoring value range of the nighttime noise at the factory boundary is 42~48 dB(A), which is in line with the "Environmental Noise Emission Standards at the Boundary of Industrial Enterprises" (GB12348-2008 ) Class 3 standards (65 dB(A) during the day, 55 dB(A) at night).

V. Acceptance conclusion

The project implemented the construction project environmental impact assessment system and the "three simultaneous" system, and implemented the environmental protection measures required by the environmental impact assessment report form and its approval.

6. Suggestions for follow-up work

1. Revise and improve the relevant content of the acceptance monitoring report according to the opinions of the acceptance team.

2. In accordance with the provisions of the "Interim Measures for Environmental Protection Acceptance of Construction Project Completion", within 5 working days after the completion of the acceptance report, it will be disclosed to the public through the website or other methods that are easy for the public to know, and the follow-up environmental protection procedures will be improved. At the same time, submit project completion acceptance materials to the environmental protection department and accept supervision and inspection.

3. Do a good job in the collection, storage, transportation and disposal of solid waste, collect and clear them in time, and prohibit open-air storage to avoid secondary pollution to the environment.

4. Strengthen the daily maintenance and management of environmental protection facilities to ensure the normal operation of environmental protection facilities and the stable discharge of various pollutants; do a good job in the operation and maintenance records of environmental protection facilities.
