Shandong Fortune Chemical Co., Ltd. was established on November 22, 2006 with a registered capital of 20 million yuan. It is a wholly-owned subsidiary of Shandong Huayang Deer Chemical Co., Ltd. and is located in Ningyang Chemical Industrial Park (formerly Ningyang County Biochemical Base), covering an area of 100 mu. Mainly engaged in the production, sales and import and export trade of magnesium nitrate, potassium nitrate, magnesium chloride, calcium nitrate, large-element water-soluble fertilizers, calcium ammonium nitrate, potassium silicon and calcium fertilizers; agricultural potassium nitrate, liquid fertilizer, nitrogen Potassium compound fertilizer, compound fertilizer, compound fertilizer, nitrogen phosphorus potassium calcium magnesium compound fertilizer, water-soluble fertilizer, woven bag production, sales and technical consulting services; mechanical equipment installation and sales; chemical raw materials and products (excluding dangerous chemicals).
1. Project Overview
Shandong Fortune Chemical Co., Ltd. was established on November 22, 2006 with a registered capital of 20 million yuan. It is a wholly-owned subsidiary of Shandong Huayang Deer Chemical Co., Ltd. and is located in Ningyang Chemical Industrial Park (formerly Ningyang County Biochemical Base), covering an area of 100 mu. Mainly engaged in the production, sales and import and export trade of magnesium nitrate, potassium nitrate, magnesium chloride, calcium nitrate, large-element water-soluble fertilizers, calcium ammonium nitrate, potassium silicon and calcium fertilizers; agricultural potassium nitrate, liquid fertilizer, nitrogen Potassium compound fertilizer, compound fertilizer, compound fertilizer, nitrogen phosphorus potassium calcium magnesium compound fertilizer, water-soluble fertilizer, woven bag production, sales and technical consulting services; mechanical equipment installation and sales; chemical raw materials and products (excluding dangerous chemicals).
In recent years, the market demand for magnesium nitrate has increased due to market reasons, and the existing magnesium nitrate production equipment still has surplus production space, which can be fully utilized after reconstruction and expansion. Shandong Fortune Chemical Co., Ltd. plans to invest 36 million yuan to build a 100000-ton nitrocalcium-magnesium water-soluble fertilizer project in the existing plant area in Ningyang Chemical Industrial Park (formerly Ningyang County Biochemical Base). It mainly uses the existing magnesium nitrate liquid preparation workshop, magnesium nitrate crystallization and granulation workshop and water-soluble fertilizer allocation workshop to rebuild, merge the original magnesium nitrate warehouse, water-soluble fertilizer warehouse and some raw material warehouses into magnesium nitrate warehouse, and transform some raw material warehouses into finished product warehouses, the total construction area is 4963.64 m2. On the basis of retaining the original production capacity of 5000 tons/year magnesium nitrate, the project of annual output of 100000 tons of nitro calcium magnesium water soluble fertilizer will be built by increasing equipment and improving the process. The design capacity of the project is 56000 tons of intermediate magnesium nitrate hexahydrate, 60000 tons of medium element water-soluble fertilizer and 40000 tons of large element water-soluble fertilizer. The project has a new labor capacity of 12 people, and the production adopts a four-shift and three-operation working system, with 8 hours per shift and 300 days per year. The project is scheduled to start construction in October 2022 and is expected to be put into operation in 2023.
According to the National Development and Reform Commission [2019] No. 1683 "Industrial Structure Adjustment Guidance Catalogue (2019 Edition)" (2021 Revised Edition), this project mainly produces magnesium nitrate hexahydrate medium-element water-soluble fertilizer and large-element water-soluble fertilizer, which belongs to the 11th and petrochemical chemical industry in encouraged construction projects. Article 5: "Production of high-quality potash fertilizer and various special fertilizers, water-soluble fertilizer, liquid fertilizer, medium-trace element fertilizer, nitro fertilizer and slow-nitro fertilizer, development and application of comprehensive utilization technology of phosphogypsum". In addition, in terms of equipment, there is no backward and eliminated equipment specified in the Industrial Structure Adjustment Guidance Catalog (2019 Edition). By comparison, the products of this project do not belong to the "High Pollution, High Environmental Risk Product List" in the "Comprehensive Environmental Protection List (2017 Edition)". This project is located in Ningyang Chemical Industry Park (formerly Ningyang County Biochemical Base). After searching, the project does not belong to the "About the Issuing and Implementation of the" List of Restricted Land Use Projects (2012 Edition) "and" List of Prohibited Land Use Projects (2012 Edition) "Notice" (Ministry of Land and Resources, National Development and Reform Commission, May 23, 2012).
To sum up, the construction of the project does not violate the requirements of relevant national industrial policies.
Main environmental problems in 2. and the measures to be taken
The project has various pollutants discharged in the production process, which has a certain impact on the environment. The main effects on the surrounding environment are:
(1) Exhaust gas
The organized waste gas of the proposed project is mainly nitrate mist (in terms of NOx) generated by the magnesium nitrate liquid reactor, particulate matter and dust generated by the feeding, crushing, mixing, packaging and other processes in the water-soluble fertilizer production plant.
The nitrate mist (calculated as NOx) and particulate matter generated by the magnesium nitrate liquid-making reactor are condensed by the tube heat exchanger, the non-condensable waste gas is introduced into the alkali (potassium carbonate) absorption tower for treatment, and the treated waste gas is discharged through a P3 exhaust cylinder with a height of 20m and an inner diameter of 0.5m. A large number of particles generated in the feeding, crushing, mixing, packaging and other processes of the water-soluble fertilizer production device are collected and connected to the bag filter through the upper pipeline, and the treated exhaust gas is discharged through a (3#) exhaust cylinder with a height of 20m and an inner diameter of 0.5m. The emission concentration of nitrate mist (in terms of NOx) and particulate matter produced by the magnesium nitrate liquid-making reactor can meet the standard requirements of Table 3 of "Emission Standard for Pollutants from Inorganic Chemical Industry" (GB31573-2015) and Table 1 of "Comprehensive Emission Standard for Regional Air Pollutants" (DB37/2376-2019) in key control areas (particulate matter 10mg/m3,NOx 100mg/m3), the emission rate can meet the requirements of Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996) (20m exhaust cylinder: particulate matter 5.9 kg/h,NOx 1.3 kg/h). The emission concentration of waste gas from water-soluble fertilizer production can meet the standard requirements of Table 1 of the Regional Comprehensive Emission Standard for Air Pollutants (DB37/2376-2019) for key control areas (particulate matter 10mg/m3), and the emission rate can meet the standard requirements of Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996) (20m exhaust pipe: particulate matter 5.9 kg/h).
The unorganized waste gas of the proposed project mainly includes unorganized NOX, particulate matter, NH3, malodor and other waste gas in the production unit area, unorganized NOX produced by large and small respiration of nitric acid metering tank, unorganized waste gas such as magnesium oxide material shed, raw material storage yard, slag yard and warehouse loading and unloading dust, and transportation dust and other unorganized waste gas. The production equipment is closed, the interior of the production workshop is dry and moisture-proof, and the summer workshop is strengthened to cool down, and the unorganized waste gas in the air is reduced by blocking the workshop and diluting the air in the factory area. The storage waste gas discharged from the size of the nitric acid storage tank is collected and introduced into the alkali absorption tank for treatment and then discharged without organization. Liquid materials are transported in full airtight manner, leakage control of equipment and pipeline components, leakage control of open liquid surface, regular maintenance of pipelines and valves of each unit, regular safety inspection of equipment and devices, so as to reduce the occurrence of "running, emitting, dripping and leaking", and strengthen the supervision of unorganized emission sources and relevant personnel training.
The magnesium material shed, raw material storage yard, slag yard and warehouse are all sealed around. Sewage deodorant is sprayed in the sealed rooms of the warehouse and water-soluble fertilizer preparation workshop. During material loading and unloading and storage, the opening times of warehouse doors and windows are minimized to reduce collisions and falls. Control the speed of transport vehicles and clean the plant and surrounding areas in time to reduce the generation of unorganized dust.
The concentration of unorganized odor and NH3 in the plant area of the project meet the emission standard requirements of Table 1(20 (dimensionless) and 1.5mg/m3) of the Emission Standard for Odor Pollutants (GB14554-93). Unorganized NOX and particulate matter can meet the requirements of the concentration limit for unorganized emission monitoring in Table 2 of the Integrated Emission Standard for Air Pollutants (GB16297-1996). (1.0mg/m3, 0.12mg/m3) According to the prediction results of the environmental air impact, the project will have little impact on the regional environmental air quality after completion.
(2) Waste water
The drainage system in the plant area of the proposed project adopts the methods of rain and sewage diversion, clean water diversion and sewage diversion; the initial rainwater is discharged into the initial rain collection pool of the plant area, which is planned to be treated in batches by Ningyang Ciyao Central Water Co., Ltd. and the industrial sewage treatment plant of Ningyang Chemical Industry Park, and the rest of the rainwater is discharged into the rainwater pipe network of the park nearby.
The wastewater of this project mainly includes new domestic sewage, filter press flushing wastewater, steam condensate water, filter cloth flushing wastewater, circulating system sewage and tail gas treatment wastewater. Filter press flushing wastewater, filter cloth flushing wastewater and tail gas treatment wastewater are recycled for production without being discharged outside; the sewage discharged from the circulation system and the domestic sewage treated by the septic tank are discharged into Huayang Deere sewage treatment facility for treatment. The effluent from the sewage treatment station meets the design inlet water quality requirements of Huayang Deere sewage treatment station and the inlet water quality requirements of Ningyang Ciyao Central Water Co., Ltd. and Ningyang Chemical Industry Park Industrial Wastewater Treatment Plant, before the industrial sewage treatment plant in Ningyang Chemical Industrial Park is completed and put into operation, it is discharged into Ningyang Magnetic Kiln Central Water Service through one enterprise and one pipe. After the industrial sewage treatment plant in Ningyang Chemical Industrial Park is completed and put into operation, it is discharged into Ningyang Chemical Industrial Park through one enterprise and one pipe for further treatment. After reaching the Grade A standard of "Pollutant Discharge Standard for Urban Sewage Treatment Plant" (GB18918-2002), it is discharged into Haizi River.
(3) Noise
The noise of the proposed project mainly comes from equipment operation. The main noise sources are pumps, fans, centrifuges, dryers, granulators, cooling towers, mixing devices and other equipment noise. The noise source intensity of a single equipment is about 75 ~ 85dB(A). After sound insulation, noise elimination, basic vibration reduction, selection of low-noise equipment, reasonable arrangement, strengthening management and lubrication during production, strengthening daily monitoring and management, strengthening plant greening and other measures, it is predicted that the noise at the boundary of the project can meet the emission standards. The project noise will not adversely affect the surrounding environment and sensitive targets.
(4) Solid waste
The solid wastes of this project mainly include filter residue, non-conforming products, waste packaging bags, waste lubricating oil, waste lubricating oil, dust collection by bag filter and waste cloth bags.
Domestic waste in this project shall be regularly removed by the sanitation department. Filter residue shall be sent to compound fertilizer plant as filling raw material; Waste filter cloth shall be cleaned and transported by sanitation department. Granulation unqualified products shall be reused for production; Dust from dust collector shall be reused for production; New waste lubricating oil and waste lubricating oil barrels shall be temporarily stored in the waste temporary storage room in the plant area and entrusted to Taian Jiatong Renewable Resources Utilization Co., Ltd. for disposal. Waste packaging bags are recycled by raw material manufacturers.
The solid waste of this project is reasonably treated and disposed, and will not cause secondary pollution to the ecological environment.
(5) Environmental risks
In this project, septic tank, accident pool, warehouse, slag yard, raw material yard, hazardous waste warehouse, magnesium nitrate production unit area, sewage pipeline, etc. shall be strictly in accordance with relevant requirements, and anti-corrosion and anti-seepage measures shall be taken. At the same time, formulate and implement detailed accident emergency plans, strengthen management and safety production education, and ensure that no harm is caused to the surrounding environment in the state of accident.
(6) Protection distance setting
The health protection distance of this project is 100m outside the production workshop and 100m outside the sewage treatment station.
