The company plans to invest 22.73 million yuan to build a new production line with an annual output of 50000 tons of high potassium nitro water-soluble fertilizer. The main equipment includes reaction kettle, filter press, fluidized bed, tail gas tower, centrifuge, crystallization tank, remelting kettle, automatic packer, storage tank, etc.
1. Project Overview
Shandong Fortune Chemical Co., Ltd. was established on November 22, 2006 with a registered capital of 20 million yuan. It is a wholly-owned subsidiary of Shandong Huayang Deer Chemical Co., Ltd. and is located in Ningyang Chemical Industrial Park (formerly Ningyang County Biochemical Base), covering an area of 100 mu. The company plans to invest 22.73 million yuan to build a new production line with an annual output of 50000 tons of high potassium nitro water-soluble fertilizer. The main equipment includes reaction kettle, filter press, fluidized bed, tail gas tower, centrifuge, crystallization tank, remelting kettle, automatic packer, storage tank, etc. The project covers an area of 10044.8 m2 and a building area of 7104.8 m2. The project has a new labor capacity of 78 people, and the production adopts a three-shift and two-operation working system, with 12 hours per shift and 300 days per year.

Main environmental problems in 2. and the measures to be taken
The project has various pollutants discharged in the production process, which has a certain impact on the environment. The main effects on the surrounding environment are:
1. Exhaust gas
The organized waste gas produced in this project is mainly reactor waste gas, drying waste gas, mixed waste gas, unorganized waste gas in the production unit area and unorganized waste gas in the warehouse.
After the exhaust gas of the reactor is treated by the potassium carbonate alkali absorption tower, the exhaust gas is discharged through the 20-meter-high exhaust cylinder. The drying equipment is closed, the dust generated is collected by the pipeline above the equipment and introduced into the bag filter for treatment, and the exhaust gas is discharged through the 20-meter-high exhaust cylinder. This project strengthens the tightness of raw material warehouse, finished product warehouse and slag yard through the full airtight transportation of materials, and reduces the generation of unorganized waste gas. The unorganized particulate matter at the boundary of the project can meet the requirements of the monitoring concentration limit of unorganized emission in Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996).
According to the prediction results of the environmental air impact, the project will have little impact on the regional environmental air quality after completion.
2. Waste water
The drainage of this project adopts rain and sewage diversion and sewage diversion system. The initial rainwater is discharged into the initial rainwater collection tank of the plant area, which is planned to be treated in batches into Huayang Deere sewage treatment station, and the rest of the rainwater is discharged into the rainwater pipeline of the park nearby and then into Haizi River. The waste water of the project mainly includes tail gas treatment waste water, filter press washing waste water, vacuum pump waste water, ground washing waste water, circulating system waste water and newly added domestic waste water. The waste water generation is 43687.05 m3/a (average 145.63 m3/d), of which tail gas absorption waste water, filter press washing waste water and vacuum pump waste water are recycled for production without being discharged. The newly added domestic waste water is pretreated by septic tank, together with ground flushing wastewater and circulating system sewage, it is discharged into Huayang Deere sewage treatment facility for treatment. After meeting the influent quality requirements of Ningyang Ciyao Central Water Co., Ltd. and the Grade A standard in Table 1 of Water Quality Standard for Sewage Discharged into Urban Sewers (GB/T31962-2015), it is discharged into Ningyang Ciyao Central Water Co., Ltd. through the park sewage pipe network for further treatment, with little impact on regional surface water.
3. Noise
The noise of the proposed project mainly comes from equipment operation, and the main noise sources are vacuum pump, fan, centrifuge, dryer, cooling tower, etc., and the noise source intensity is about 75 ~ 85dB(A). After taking measures such as sound insulation, noise elimination, basic vibration reduction, selection of low-noise equipment, reasonable arrangement, strengthening management and lubrication during production, strengthening daily monitoring and management, and strengthening plant greening, it is predicted that the noise at the project boundary can meet the emission standards. The project noise will not adversely affect the surrounding environment and sensitive targets.
4. Solid waste
After the project is put into operation, the solid waste is mainly filter residue, dust removal, new domestic waste, filter residue sent to the compound fertilizer plant as filling raw materials.
The solid waste of this project is reasonably treated and disposed, and will not cause secondary pollution to the ecological environment.
5. Environmental risks
In this project, the production workshop, tank farm, tail gas absorption area, raw material yard, warehouse, slag yard, accident pool, circulating pool, sewage pipeline, etc. shall be strictly in accordance with relevant requirements, and anti-corrosion and anti-seepage measures shall be taken. At the same time, formulate and implement detailed accident emergency plans, strengthen management and safety production education, and ensure that no harm is caused to the surrounding environment in the state of accident.
6. Protection distance setting
The proposed project does not need to set the atmospheric environment protection distance. According to the calculation, the health protection distance of the proposed project area is 50 meters outside the boundary. After the completion of the project, the health protection distance of the plant area is 200 meters. According to the investigation, there is no sensitive target within the health protection distance. The planning department should not plan new residential areas (sites), hospitals, schools and other sensitive targets within the health protection distance of the project.
