In accordance with the requirements of the Regulations on the Administration of Environmental Protection of Construction Projects and the Interim Measures for the Acceptance of Environmental Protection for the Completion of Construction Projects, on July 27, 2019, Shandong Huayang Deer Chemical Co., Ltd. organized and held the environmental protection for the completion of the tail gas technological transformation project in Tai'an City. Acceptance meeting. The acceptance team consists of the construction unit-Shandong Huayang Deer Chemical Co., Ltd., the acceptance report preparation unit-Taian Huanhui Environmental Protection Technology Co., Ltd., the EIA unit-Shandong Huantai Environmental Protection Technology Co., Ltd., the monitoring unit-Qingdao Jingcheng Testing Technology Co., Ltd. and 3 technical experts (the list of acceptance team personnel is attached). Ningyang County Environmental Protection Bureau sent personnel to attend the meeting to carry out the acceptance of solid waste pollution prevention and control facilities of the project. The acceptance team listened to the report on the implementation of the environmental protection of the project and the monitoring of the completion of the environmental protection acceptance, checked the site and verified the relevant information. After careful discussion, the opinions on acceptance of environmental protection upon completion are as follows:

Basic situation of 1. engineering construction

The project is located in the existing factory area of Shandong Huayang Deer Chemical Co., Ltd. in Ningyang Chemical Industrial Park (formerly Ningyang County Biochemical Base). The actual total investment of the project is 3.3648 million yuan and the actual environmental protection investment is 3.3648 million yuan. In this project, the existing engineering tail gas treatment device is technically modified, mainly adding an ammonia catalytic reactor before the existing tail gas turbine, using SCR denitration process.

In August 2018, the enterprise entrusted Shandong Huantai Environmental Protection Technology Co., Ltd. to prepare the environmental impact report form of the tail gas technology transformation project of Shandong Huayang Deer Chemical Co., Ltd. On August 16, 2018, Ningyang County Environmental Protection Bureau approved the project with Ninghuan Review Report Form [2018] No. 73. The project started construction in September 2018, completed in March 2019, and underwent equipment commissioning in April 2019.

Changes in 2. works

According to the document of the general office of the Ministry of environmental protection, "notice on issuing the list of major changes in construction projects in some industries in the management of environmental impact assessment" (huanban [2015] No. 52, June 4, 2015), "where one or more of the five factors of the nature, scale, location, production process and environmental protection measures of the construction project have undergone major changes, and may lead to significant changes in environmental impact (especially aggravated adverse environmental impact), according to the project EIA documents and the actual construction of the project, the construction nature, scale, location and production process of the project have not changed, so there is no major change in the project.

Construction of environmental protection facilities in 3.

1. Waste water

The project is mainly to carry out technical transformation of the company's existing engineering exhaust gas treatment device to reduce NOx emissions, and there is no new production and domestic wastewater.

2. Exhaust gas

The project is mainly to carry out technical transformation of the company's existing engineering exhaust gas treatment device to reduce NOx emissions. After the completion of the technical transformation, the exhaust gas generated by the dilute nitric acid absorption tower in the nitric acid production process will be discharged from an existing exhaust pipe (67m high and 1.2m inner diameter) after SCR treatment.

In addition, the project relies on the existing liquid ammonia tank area to provide ammonia gas for the project, and the liquid ammonia tank area will produce a small amount of unorganized ammonia. Reduce the emission of unorganized waste gas by taking measures such as strengthening personnel management and greening of the plant area.

3. Noise

The noise equipment of this project mainly includes fans, pumps, etc. Low-noise equipment is selected for the project, and noise reduction measures such as sound insulation and basic vibration reduction are adopted to reduce the impact of project noise on the surrounding environment.

4. Solid waste

The solid waste of the project is mainly waste denitration catalyst, whose main components are vanadium, tungsten, titanium and other metals, which belongs to hazardous waste. The hazardous waste code is HW 50 772-007-50. The catalyst is replaced every 5 years with a replacement amount of 1.6t. Qualified units are entrusted for reasonable disposal. The solid waste of the Project shall be disposed reasonably without secondary pollution.

5. Environmental management and risk prevention measures

The enterprise has set up relevant environmental protection management system, environmental risk investigation and management system, prepared special emergency rescue plan, conducted drills on time, and registered with Ningyang Environmental Protection Bureau, record number: 370921-2018-097-M. The enterprise has taken corresponding risk control measures for the liquid ammonia tank area.

6. Health protection distance

According to the site survey, the nearest sensitive target to the project area is the national village 320m to the north of the plant area. The health protection distance of the project is within 50m outside the liquid ammonia tank area, and there are no environmentally sensitive buildings such as schools, hospitals and residential areas, which meets the requirements of health protection distance.

Commissioning effect of 4. environmental protection facilities

During the acceptance monitoring period, the production load is about 79%, and the environmental protection facilities operate normally.

1. Exhaust gas

The NOx emission concentration range of the project is 95~97mg/m3, and the emission rate range is 3.63~3.81 kg/h, which meets the requirements of the secondary standard in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996), Table 5 of the Emission Standard for Nitric Acid Industry Pollutants (GB26131-2010), and Table 2 of the Comprehensive Emission Standard for Regional Air Pollutants in Shandong Province (DB37/2376-2013); the ammonia emission concentration range of the project is 9~14mg/m3, and the emission rate range is 0.34~0.55 kg/h, which meets the requirements of Table 2 of the Emission Standard for Odor Pollutants (GB14554-93).

The monitoring concentration range of ammonia at the project boundary is 0.02~0.05mg/m3, which meets the requirements of the secondary standard in Table 1 of the Emission Standard for Odor Pollutants (GB14554-93); the monitoring concentration range of NOx is 0.022~0.03mg/m3, which meets the requirements of the secondary standard in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996) and Table 7 of the Emission Standard for Nitric Acid Industrial Pollutants (GB26131-2010).

2. Noise

The monitoring value range of daytime noise at the boundary is 49~58 dB(A), and the monitoring value range of nighttime noise at the boundary is 42~48 dB(A), which meets the requirements of Class 3 standards (65 dB(A) in daytime and 55 dB(A) at night) of the Emission Standard for Environmental Noise at Boundary of Industrial Enterprises (GB12348-2008).

The project has implemented the environmental impact assessment system and the "three simultaneous" system of the construction project, implemented the environmental protection measures required by the EIA report form and its approval, met the discharge standards of pollutants, met the environmental protection acceptance conditions for the completion of the construction project, and passed the acceptance.

6. follow-up work recommendations

1. Modify and improve the relevant contents of the acceptance monitoring report according to the opinions of the acceptance team.

2. In accordance with the "Interim Measures for the Acceptance of Environmental Protection for the Completion of Construction Projects", within 5 working days after the completion of the acceptance report, it will be disclosed to the public through the website or other methods that are convenient for the public to know, and the follow-up environmental protection procedures will be improved. At the same time, submit the project completion acceptance materials to the environmental protection department and accept supervision and inspection.

3. Do a good job in the collection, storage, transportation and disposal of solid waste, collect and clear in time, and prohibit open storage to avoid secondary pollution to the environment.

4. Strengthen the daily maintenance and management of environmental protection facilities to ensure the normal operation of environmental protection facilities and the stable discharge of various pollutants up to the standard; keep records of the operation and maintenance of environmental protection facilities.
